MVA Fees & Legislative Changes
Tax and Unemployment Insurance Liabilities Due: Effective June 1, 2011, Maryland law prohibits the Motor Vehicle Administration (MVA) from renewing the driver’s license, renewing a vehicle registration, or transferring a vehicle registration of an applicant who has not paid all undisputed taxes due to the Comptroller and unemployment insurance contributions due to the Department of Labor, Licensing and Regulation (DLLR), or have not entered into an acceptable payment arrangement. Personalized Registration: The additional fee for personalized registration will increase from $25.00 per registration year to $50.00 per registration year effective July 1, 2011. This fee is in addition to the annual registration fee.
Title Fee: Effective July 1, 2011, the title fee will increase from $50.00 to $100.00. For fiscal Years 2012 through 2014 only, the fee for each certificate of title issued for a rental vehicle is $50.00. The fee increase “does not” apply to duplicate or corrected titles.
Dealer Discount Based on Excise Tax Submitted to the Administration: The amount of excise tax a dealer may retain when collecting and submitting excise tax on behalf of the Administration, has been reduced from the lesser of $24.00 or 1.2% of the gross excise tax, to the lesser of $12.00 or 0.6% of the gross excise tax effective July 1, 2011.
Dealer Processing Charge: The amount a dealer may collect for processing charge increases from $100.00 to $200.00 effective July 1, 2011 through June 30, 2014. Effective July 1, 2014, the processing charge a dealer may collect increases to $300.00. The dealer processing charge needs to be included in the certified selling price of the vehicle. Amount of the dealer processing charge is set by law in 15-311.1
