If you are a new resident of Maryland you have 60 days to obtain a Maryland Driver's License. When applying, please bring: Proof of age/identity, lawful presence, verifiable Social Security Number or proof of ineligibility, Maryland residence, Out-of-State license(s), and the appropriate fee for each license class applied for. - You must pass a vision test.
- An Out-of-State license must be a valid license or a license expired for less than one year. The license cannot be suspended.
- If licensed for less than 18 months, you will be issued a Maryland Provisional License.
- If you are exchanging an Out-of-State license that has been expired for one year, you are required to take the knowledge and skills tests in addition to the vision test.
- A valid U.S. Department of Transportation (DOT) physical card or federal/MVA waiver (if applying for a Commercial Driver's License).
- A hazardous material (HAZMAT) test is required to keep your HAZMAT endorsement (if applying for a Commercial Driver's License).
- Out-of-State learner's permits cannot be exchanged for a Maryland Learner's Permit or License.

A nonimmigrant does not need an SSN; however, the nonimmigrant will need to apply for a social security number. Follow the instructions on how to apply for a social security card as described on the SSA Web site at http://www.ssa.gov/pubs/10096.html#3. If the nonimmigrant is ineligible for an SSN, he or she will receive a decision letter stating that ineligibility. The nonimmigrant must present this SSA letter when applying at the MVA office to fulfill the SSA requirement.
To begin the processes for a driver’s license or identification card; you will need to submit an electronic S.A.V.E. Verification Request Form online. Upon completion of this form, a MVA official will contact you within two (2) business days with the verification results and information to continue the process.
