Handicap Parking

New Handicap Parking Space Request

The Office of Investigations & Internal Affairs conducts an investigation when an application is received requesting a new residential handicap parking space.

Procedure

The Office of Investigations & Internal Affairs clerical staff receives a completed Application for Personal Residential Permit for a Reserved Parking Space (form #IS-022) from an applicant requesting a residential parking space.

The applicant can obtain the application:

  1. By calling the MVA Customer Service Center.
  2. By calling MVA Investigation and Security Services division.
  3. In-person from a full service MVA branch office.
  4. By calling the MVA fax-on-demand system; or
  5. By downloading a copy.

Note:

  1. The applicant can be either a disabled individual or someone living with the disabled person.
  2. The vehicle to be parked in the reserved space must be registered in Maryland and the registration address must be the address of the person with the disability. However, the vehicle can be registered to a family member and not to the disabled person.
  3. If the applicant resides in Baltimore City, he/she is instructed to contact the Baltimore City Parking Management Division directly to reserve a residential parking space.
  4. If an applicant contacts CSC, CSC will send an e-mail to the Investigations clerical staff, which then mails an application to the applicant.

The Office of Investigations & Internal Affairs conduct  investigations of complaints regarding violations of Maryland Vehicle Law pertaining to misuse of handicap parking privileges.

Complaints of Misuse of Handicap Parking Space

 The Office of Investigations & Internal Affairs initiates a Handicap Parking Misuse case, based on complainant contact and receipt of a completed Complaint Form. The Investigator conducts an investigation regarding the possible misuse of residential handicap parking space privileges and appropriate actions are taken. The complainant can be a private citizen, a member of a local law enforcement agency or a member of a Government agency.  To report such violations please submit a complaint to the Office of Investigations & Internal Affairs via the link below.

Foreign Registration (Out of State)

The Office of Investigations & Internal Affairs enforces the Maryland Vehicle Law  requiring all new residents to register their vehicle(s) in Maryland within sixty (60) days of establishing Maryland residency.  To view information regarding Out of State vehicles please see below.  To  report such violations please contact the Office of Investigations & Internal Affairs at 1-877-BAD-TAGS or submit a complaint via the link below.

Fraud in Application for Title, Registration Plates  Driver’s License and ID Cards

The Office of Investigations & Internal Affairs investigates to determine whether or not an individual(s) has committed fraud in application(s) for titles, registration, plates, driver’s licenses or ID cards based on complainant contact and receipt of a completed Complaint Form. Dealer Complaints

The Office of Investigations & Internal Affairs investigates complaints against dealers, manufacturers or distributors of motor vehicles.  These cases may include complaints regarding the contract, misrepresentation, warranty service, undelivered title/tags, financing arrangements, advertising, inspections, and others.  To report such violations please submit a complaint to the Office of Investigations & Internal Affairs via the link below.

Unlicensed Sales

The Office of Investigations & Internal Affairs investigates cases of suspected Unlicensed Sales.  Maryland Vehicle Law states that a person who offers to sell three or more vehicles which he/she owns, in Maryland, during any 12-month period, or who offers to sell any vehicle(s) for which he/she has not taken title, is presumed to have acquired the vehicle(s) for resale purposes and must be licensed as a Dealer in the state of Maryland. Out-of-state Dealers must also be licensed in Maryland to sell any vehicles to private parties in Maryland.  To report such violations please submit a complaint to the Office of Investigations & Internal Affairs via the link below.
