About the International Registration Program
The IRP is a plan for apportioned registration, based on mileage, for commercial vehicles engaged in interstate operations in member states or Canadian provinces. Maryland officially became the 37th IRP jurisdiction on March 31, 1987.

Maryland Income Tax Credit Certificate for Class “F” Vehicle Registration

Owners of Class “F” tractors registered in Maryland may apply for an income tax credit certificate from the Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA)  in the year the vehicle was registered. The certificate may be applied to your Maryland state income tax to offset the expense of registering a Class “F” vehicle.

The certificate will be issued in the amount of $400 per vehicle and limited to $10,000 (maximum 25 vehicles) for one taxpayer. The credit may not extend to another taxable year.

Credits will be issued for tax years 2017 through 2019.​

NOTE: Certificates will be issued on a first come first serve basis, with a limitation of 1,250 certificates per year.

Maryland participates in the Performance and Registration Information Systems Management (PRISM) program.

State of Maryland participates in the PRISM program. PRISM is a Federal/State partnership used to identify motor carriers with deficient safety records and links a carrier's safety fitness to the ability to register and operate vehicles.

International Registration Plan (IRP) provides a framework for PRISM by facilitating two vital functions. First, it establishes a system of accountability by identifying the carrier responsible for the vehicle’s safety. Second, unsafe carriers are subject to sanctions until their safety performance meets Federal and State standards. Motor carriers that have been prohibited from operating in interstate commerce by the FMCSA may result in a denial or suspended registration by the State. For additional information click here

New Requirement for Charter Buses 

The International Registration Plan (IRP) has been amended to remove the exemption for buses used in the transportation of chartered parties. Currently, registration in the IRP for chartered buses has been optional. Buses traveling outside the state are required to register under the Interstate Registration Plan (IRP) or obtain a 72 hour interstate permit.

IRP Program Adopts Full Reciprocity Plan

Cab-cards now show all jurisdictions. No more "add state or province. No more "over 100 percent fees" for added jurisdictions. If you have IRP, there will be no more trip permits. All states and provinces will be implementing the change. See more

Qualifying Vehicles

If your vehicle travel​s in Maryland and in other IRP jurisdictions and is used for the transportation of persons for hire or is designed, used, or maintained primarily for the transportation of property, and

  • is a power unit having two axles and a gross vehicle weight in excess of 26,000 pounds; or
  • is a power unit having three or more axles, regardless of the weight; or
  • is used in combination, when the weight of such combination exceeds 26,000 pounds gross vehicle weight.

Two axle vehicles or combinations thereof, having a gross weight of 26,000 pounds or less may be issued apportioned registration at the option of the registrant.
