 Rookie Driver Program

Rookie DriverThe Maryland Graduated Licensing System went into effect July 1, 1999.  The program requires new drivers to gain more driving experience with a supervising driver.

Effective October 1, 2012:  Maryland's laws regarding new Graduated License System (GLS) Learner's Permit holder applicants will be changing.  This notice is designed to help holder of these products understand the impact of theses changes.  For more information on these changes Click here.

NEW KNOWLEDGE TEST

Beginning October 3, 2011, MVA has changed the knowledge test that all new drivers must pass to obtain a learner's permit.  You need to study the Maryland Driver's Manual and can also practice with the Maryland Online Driver Test Tutorial to prepare for the knowledge test BEFORE coming in to MVA to apply for your learner's permit.

Young Driver Safety for Teens & Parents

The Rookie Driver applies to all applicants, regardless of age, who have never held a license in Maryland or any other state or country or who have held their out-of-state license for less than eighteen (18) months.
