Did you ride years ago and then for whatever reason dropped out of motorcycling and now want to start riding again?  If so, then the Motorcycle Safety Program's Returning Rider Course might be for you.

The RRC is eight hours long and is consists of three hours of classroom and five hours of riding activities.  It is designed to reacquaint a rider with riding a motorcycle and familiarize them with what has changed in motorcycling since they last rode. All Instructors are certified by the Motor Vehicle Administration and the Motorcycle Safety Foundation to teach the course. Skills training is conducted using motorcycles provided by the Training Center.

You may be considered a Returning Rider if:

• You have a Class M license.
• You are over 30 years of age;
• It’s been 10+ years since you’ve ridden a motorcycle on the street; or
• You are between motorcycles and want a refresher before buying a new bike.

The course is NOT intended for a novice rider who is learning to ride for the first time.  Motorcycling is a physically demanding activity.  You should be in good health and physical condition before participating in any rider course. If you completed a Basic Rider Course but have not ridden a motorcycle on the street, it is recommended that you reenroll in another BRC.

The prerequisites for this course include the ability to:

• Coordinate clutch and throttle use to control the motorcycle smoothly;
• Upshift and downshift smoothly;
• Stop the motorcycle properly at a designated point; and
• Negotiate normal roadway turns.

During the first riding exercise your skills will be evaluated based on the prerequisites.  The first part of the exercise is intended to allow you the opportunity to get familiar with the training motorcycle and reintroduce you to the primary controls.  Even if you have been out of the saddle for an extended period of time you should remember.  The second part of the exercise will provide you with the opportunity to demonstrate your skills in straight line riding, shifting and stopping.

If you are not able to show minimal proficiency in motorcycle operation will not be allowed to continue in the course.  This does not necessarily mean that you will not be able to re-enter motorcycling, but that you should consider enrolling in a Basic Rider Course, which would provide additional time for skill development.

To complete the course you must pass the knowledge and riding skill tests administered at the end of the course.  Riders who pass will receive a Maryland Motorcycle Safety Program Completion Card. There is no guarantee that an individual enrolling in this course will complete or pass it. The Class M license waiver is NOT available though this course.

Enrollment Requirements

• Individuals who possess a valid driver's license, a Class "M" (motorcycle) learner's permit or individuals who are eligible for a learner's permit may enroll. 
• Wear protective clothing (eye protection, suitable jacket, long pants, full-fingered gloves and over-the-ankle footwear) during the riding portion. Students are encouraged to bring their own helmets, but loan helmets are available at the centers. All helmets must be DOT certified and in good condition with proper labeling intact.

Course Completion Requirements

To pass the course you must:

• Participate in all course sessions;
• Pass a knowledge test; and
• A riding skill test

General Information

• A motorcycle learner's permit is not required to participate.
• Training motorcycles are provided.  Participants may not use their personal motorcycle.
• Some insurance companies offer discounts on motorcycle premiums to course graduates.
• The curriculum is approved by the Maryland Motor Vehicle Administration and meets or exceeds the standards established by the Motorcycle Safety Foundation.
• Course participants are required to report to all scheduled sessions regardless of weather. 
• Riders who are not allowed to continue will not be eligible for a refund of the course fee, or have the fee transferred to another course.
• Lateness policy.
• For those participants who do not have a Class M license we will arrange for license testing.
