Maryland's Graduated Licensing System

The Rookie Driver program applies to all applicants, regardless of age, who have never held a license in Maryland or any other state or country. The program requires new drivers to complete a driver education course and gain experience with a supervising driver before driving on their own. It also encourages good driving behavior by setting certain restrictions and by imposing strict sanctions during each step of the licensing process. See Rookie Driver Safety for Teens & Parents for helpful Resources.

In the Rookie Driver graduated licensing system, new Maryland drivers progress through three levels of licensing:

Rookie Driver - 1. A Learner's Permit
