What is aggressive driving?
Aggressive driving occurs when an individual commits a combination of moving traffic offenses that endangers other people or property. Behaviors include a variety of dangerous driving maneuvers:
- Running red light and stop signs
- Improper passing
To be cited for aggressive driving, three of the following actions must be observed: speeding, failing to obey traffic control devices, overtaking and passing, passing on the right, driving on a roadways¿ emergency lanes, following too closely, failing to yield the right of way.

Campaign: The Smooth Operator program is a public safety initiative providing solutions to the problem of aggressive driving. A consortium of law enforcement agencies, trauma experts, government officials and others in Maryland and the District of Columbia work to stop and ticket aggressive drivers, to educate motorists on the risks of aggressive driving and to stigmatize aggressive driving.
